What are specific skills?

Specified Technical Skills is a system to accept foreign nationals with a certain level of expertise and skills in industrial fields where it is difficult to secure human resources. There are two types of “Specified Technical Skills” status of residence: “Specified Technical Skill No. 1” and “Specified Technical Skill No. 2.

Specified Technical Skill No. 1 is a status of residence for foreigners who can engage in work that requires skills necessary for a specific industrial field. Specified Technical Skill No. 2 is a status of residence for foreigners who possess skilled skills to engage in specified industrial fields.

In the case of “Specified Technical Skills I,” support is provided by the receiving organization (employing company) and registered support organization, but in the case of “Specified Technical Skills II,” support is not provided by the receiving organization or registered support organization.

What is a registered support organization?

A receiving organization (organization with specified skills) is a company, etc. that accepts and supports foreign nationals with “specified skills. A “Specified Skills Employment Contract” is concluded between the receiving organization and the foreigner. This contract must conform to the specified standards. In addition, a plan to support the foreigner must be created and adhered to.

However, contracts and plans require specialized knowledge and know-how. Therefore, a registered support organization plays the role of supporting the receiving institution.

The registered support organization is commissioned by the receiving organization to implement all the work of the support plan for the specified skilled foreign nationals. In addition, the registered support organization must meet the following criteria

(1) The support organization itself is appropriate. (No violation of immigration or labor laws within 5 years, etc.)
(2) There is a system to support foreigners. (e.g., the support can be provided in a language that the foreigner can understand)

What are the fees for a registered support organization?

The cost for the accepting organization to outsource the work to the registered support organization is called “support outsourcing fee”. This fee is borne by the company accepting the foreigner and does not have to be borne by the foreigner.

The payment method of the support consignment fee varies depending on the registered support organization, such as a monthly fee or a fee for each item of support. In addition to the fixed fee, there are cases where a separate initial fee is charged.

The fee varies depending on the field in which the foreign national with specific skills works, but if the fee is set on a monthly basis, the support consignment fee is approximately 20,000 to 30,000 yen (per person). However, there are no regulations under the Immigration Control and Refugee Recognition Act or other laws regarding fees. Therefore, registered support organizations may set their own fees, but it is required to clearly indicate the amount and breakdown of the fee at the time of signing the consignment contract.

In cases where the support consignment fee is set for each support item, the approximate fees are as follows.
Pre-entry guidance: 20,000-60,000 yen (per visit)
Orientation for daily life: 30,000-80,000 yen (per visit)
Periodic meetings: 10,000-15,000 yen (per meeting)
Assistance requiring accompaniment: 5,000 to 10,000 yen (per hour)
