Specified Skills is a system that allows foreign workers with certain expertise and skills to be accepted into industries where it is difficult to secure human resources.
There are two types of Specified Skills: No. 1 and No. 2. No. 1 is a status of residence for foreigners with skills related to a specific industry, and No. 2 is a status of residence for foreigners with skilled skills in a specific industry.
In other words, No. 2 requires more advanced skills than No. 1. In addition, support from a “registered support organization,” which will be explained later, is only available for Type 1.
What is a registered support organization?
A company, etc. that hires and supports foreign workers with “specified skills” is called a “receiving organization (organization with specified skills). The receiving organization concludes a “Specified Skill Employment Contract” with the foreign worker. Under this employment contract, the foreign worker’s remuneration must meet several criteria, such as being equal to or higher than that of a Japanese worker.
There is an organization that is commissioned by the receiving organization to carry out all the work of the support plan regarding foreign workers with the No. 1 specified skills. This is a registered support organization.
To become a registered support organization, you must obtain permission from the Director General of the Immigration and Immigration Services Agency. The application is made by submitting an application form, supporting documents, application fee (revenue stamps must be attached to the payment form), and a self-addressed stamped envelope to the regional immigration office. The application can be submitted in person or by mail.
In addition, many conditions must be met in order to be approved as a registered support organization. Therefore, a great deal of time and effort is required to prepare the necessary documents and to collect the necessary materials. What is “Notification of Change”?

The notification of change must be submitted within 14 days from the date of the change. If you forget to submit this notification of change, or if the Immigration Bureau finds that you fall under the grounds for refusal of registration after submission, your activities as a registered support organization may be prohibited. There are three ways to submit a notification of change

In the case of the first method, “online,” you must first access the “Immigration and Residency Management Agency Electronic Reporting System” and register as a user before you can use the system. The reception hours are from 9:00 a.m. to 12:00 p.m. Office hours are from 9:00 a.m. to 12:00 p.m. and from 1:00 p.m. to 4:00 p.m.
In the third case, “Send by mail,” you must send the form by mail to the regional immigration office where you submitted it at the counter. A copy of the submitter’s identification (driver’s license, etc.) should be enclosed, and the front of the envelope should read “Registered Support Organization Notification Form Enclosed” in red letters.
