Detailed explanation of specific skills! What is a notification of change of registered support organization?

A registered support organization is an organization that prepares and implements support plans on behalf of companies that accept foreign nationals with specified skills. This organization must be registered with the Immigration Bureau, and if there is any change in the registered information, a notification of change must be submitted within the deadline.

What is a “specified skill”?

Specified Technical Skills" is a system to accept foreigners with certain expertise and skills in industries where it is difficult to secure human resources.

The “Specified Technical Skills” status of residence includes “Specified Technical Skill 1,” a status of residence for foreigners who can engage in work that requires knowledge and experience in a specific industrial field, and “Specified Technical Skill 2,” a status of residence for foreigners who can engage in work that requires skilled skills in a specific industrial field.

In the case of “Specified Technical Skills I,” support is provided by the receiving organization (company, etc. that accepts the foreign national) and registered support organization, but there is no such support for “Specified Technical Skills II.

What is a registered support organization?

A registered support organization is an organization that is commissioned by the company accepting the foreign national and prepares and implements a support plan to ensure that the foreign national with the specified skills 1 can perform his/her work in a stable and smooth manner. The company that accepts the foreign national with the specified skills is called an organization affiliated with the specified skills, and it must provide support to the foreign national in the workplace, daily life, and social activities.

In many cases, the specified skilled workers’ organizations are not able to provide support to foreigners on their own, as it requires specialized knowledge. Therefore, a registered support organization commissioned by an organization with specified skills prepares and implements a support plan for foreigners with specified skills.

When is a notification of change required?

A registered support organization registers with the Immigration Bureau, but if any changes occur to the contents of that registration, a “notification of change” must be submitted.

Specifically, a notification of change must be submitted when any of the following changes occur.
Name or business name of the business
・ Address of the business
・ Name of the company representative
・ Location of the office where the support services will be provided
・ Description of the support services and the method of implementation
・ Scheduled date of commencement of the support services
・ Outline of the system for providing consultation to foreign nationals with specified skills

The notification of change must be submitted within 14 days from the date of the change. If the notification is not submitted, or if it is discovered after submission that the change falls under any of the grounds for refusal of registration, the applicant may be barred from future activities.

The change notification can be submitted in the following ways.
・ Submit via the Internet.
・ Submit it at the office.
・ By mail.

When using the Internet, access the “Immigration and Residence Management Agency Electronic Notification System” and register your user information.

When submitting at the counter, you need to go to the regional immigration office that has jurisdiction over the location of the company acting as a registered support organization. The office is open weekdays from 9:00 a.m. to 12:00 p.m. and from 1:00 p.m. to 4:00 p.m. However, some offices have specific hours or days of the week, so it is best to call ahead of time to inquire.

When sending by mail, the address is the same as the location of the counter. However, it is necessary to enclose a copy of your ID (driver’s license, etc.).

Summary

Registered support organizations must submit a notification of change within 14 days of any change in their registration. If the notification is not submitted within the deadline, or if the changed contents fall under the grounds for refusal of registration, the applicant may be barred from further activities.
