There are two types of “Specified Technical Skills” residence statuses: “Specified Technical Skill No. 1” and “Specified Technical Skill No. 2.
Specified Technical Skill No. 1″ is a status of residence for foreigners who can engage in work that requires skills to engage in a specific industrial field. The “Specified Technical Skill II” is a status of residence for foreigners who can engage in work that requires skilled skills necessary to engage in a specific industrial field.
The period of stay for “Specified Technical Skills I” is “a period not exceeding one year” as designated by the Minister of Justice. The level of skill will be verified through an examination or other means. However, foreign nationals who have successfully completed Technical Internship No. 2 are exempted from the examination. Regarding the level of Japanese language proficiency, the Japanese language skills necessary for daily life and work will be verified through tests, etc. However, foreign nationals who have completed Technical Internship No. 2 are exempted from the examination. Bringing family members with you is basically not allowed. Support for foreign workers will be provided by the receiving institution and registered support organization.
The period of stay for “Specified Technical Skills II” is either 3 years, 1 year, or 6 months. The level of Japanese language proficiency will not be checked. Family members are allowed to accompany the foreign worker with some conditions. There is no support for foreign workers from receiving institutions or registered support organizations.
What is a registered support organization?
Companies that employ foreign workers are required to conclude a “Specified Skills Employment Contract”. In this case, the remuneration of the foreign worker must be equal to or higher than that of a Japanese worker, and other criteria must be met.
On the other hand, there is an organization that is commissioned by the employing company, etc. to implement all the operations of the support plan for the No. 1 specified skilled foreign worker. This is called a registered support organization. A registered support organization must meet the following criteria
(1) Operate properly. (No violation of immigration or labor laws within 5 years, etc.)
(2) Have a system in place to support foreign workers (support in a language that foreigners can understand, etc.)
What is a supervisory organization?
A supervisory organization is a non-profit organization that supports and audits companies that accept foreign nationals as technical intern trainees and technical intern trainees.
It is important to note that the term “technical intern trainee” does not refer to a foreign worker with a specific skill, but rather to a foreigner as a technical intern. The purpose of a technical intern trainee is not to work, but to learn advanced skills in a Japanese industrial field and to put those skills to use back in their home country. Therefore, in principle, they are not allowed to change jobs.
Supervisory organizations support these technical intern trainees so that they can work in Japan with peace of mind, and also check whether or not the training at the company that has accepted them is being carried out properly. Private companies and sole proprietors cannot be a supervisory organization.
